Am I allowed to borrow money from my IRA?

No - you are not permitted to borrow money from an IRA. There are no exceptions. If you borrow any amount from your IRA, the entire IRA is disqualified and all assets are deemed distributed. The distribution will be subject to income taxes and perhaps other penalties as well.
